Licensed drillers may be licensed in any Texas county, and can be found at the Texas Department of Licensing and Regulation website
Exempt wells are wells equipped to produce water to be used by an individual, a family, or a household for drinking water, cooking, washing, a livestock tank, and watering livestock or poultry. It can not be equipped to produce more than25,000 gallons of groundwater a day (about 17 gallons per minute, or 1 ½ horsepower pump or smaller).
